Why Did Iran Abstain from UN Resolutions on the Ukraine Crisis?
WANA (Feb 25) – The United Nations General Assembly recently passed a resolution titled “Promoting a Comprehensive, Just, and Lasting Peace in Ukraine.” While Russia, Israel, and the United States voted against it, Iran, India, South Africa, Brazil, and China—members of BRICS—chose to abstain.
Iran’s Position on the Ukraine Resolutions
Iran’s Permanent Mission to the UN emphasized that all member states must adhere to the principles of the UN Charter, including sovereignty, independence, unity, and territorial integrity, while refraining from threats or the use of force.
The Iranian mission reiterated Tehran’s consistent call for an immediate cessation of hostilities and de-escalation and stressed that a sustainable and long-term resolution requires addressing the root causes of the conflict. It also pointed out that provocative actions by certain countries and NATO have deepened geopolitical divisions in Eastern Europe.
Furthermore, Iran’s delegation argued that the motivations behind some of the resolutions reflect broader geopolitical rivalries and have a political rather than purely humanitarian nature. It also warned that references to UN principles in these resolutions should not be interpreted as a reinterpretation of the UN Charter.
Despite abstaining, Iran reaffirmed its commitment to playing a constructive role in resolving the Ukraine crisis through peaceful means.

UN General Assembly Votes on Ukraine Resolutions
On February 24, 2025, marking the third anniversary of the war in Ukraine, the UN General Assembly adopted two resolutions:
1. “Promoting a Comprehensive, Just, and Lasting Peace in Ukraine”
Votes: 93 in favor, 18 against, 65 abstentions
Key details: The resolution was critical of Russia, though it received fewer votes than previous resolutions, where over 140 countries had condemned Russia and called for the reversal of its annexation of four Ukrainian regions. The U.S. voted against this resolution.
2. “Path to Peace” (originally proposed by the U.S. with amendments)
Votes: 93 in favor, 8 against, 73 abstentions
Key details: Unlike the first resolution, the U.S. abstained, while Ukraine supported it and Russia opposed it.
The original draft of the “Path to Peace” resolution did not label Russia as the aggressor or explicitly reaffirm Ukraine’s territorial integrity. However, several amendments were introduced before the vote to strengthen the language against Russia and reinforce Ukraine’s territorial sovereignty.
Ultimately, the amended U.S.-backed resolution was adopted by the UN General Assembly.
